In 2021, the National University of Vanuatu (NUV) and the French Embassy in Vanuatu commissioned PCL to conduct a ‘graduate tracer study’, to investigate the employment outcomes for the past four (4) cohorts of graduates from key tertiary institutions in Vanuatu: National University of Vanuatu, the Vanuatu Agricultural College, the School of Education, and the Vanuatu Institute of Technology.

In 2020, partnering with the Vanuatu Red Cross Society (VRCS), PCL supported a large-scale survey to investigate the distribution and usage of insecticide treated bed nets (ITNs) in the country.
The survey was commissioned by the World Health Organisation (WHO) and involved a population-based cross-sectional survey of households in Sanma, Penama, Malampa, Torba, and Shefa provinces in order to understand community access to, utilisation, care and disposal of ITNs.
In this study, PCL supported a detailed sampling exercise, identifying households to survey through multistage cluster sampling. In consultation between VRCS, Vanuatu Ministry of Health and WHO, health zones for each province were selected through a combination of random and targeted selection in accordance with ITN distribution schedules and malarial foci locations.
PCL also led the development of the survey tool, which included qualitative and quantitative elements. The tool was used to capture information on various areas of interest, including:
• the proportion of households with ITNs and the proportion of the population with access to an ITN within their household
• the proportion of the population reporting to have slept under an ITN the previous night
• indicators around gender and access to ITNs
• practices around cleaning and disposal of ITNs
• other reported uses for ITNs
• other health-seeking practices in the population -

Conducted a financial management capacity assessment on behalf of MFEM, assessing its readiness in meeting the requirements for accreditation as a GCF delivery partner and nationally accredited entity. Conducted a rapid due diligence assessment on other potential government agencies to assess their potential to act as a delivery partner for GCF projects.

In 2019, PCL supported Oxford Policy Management (OPM) to conduct an assessment of efficiency and effectiveness of health service providers in Vanuatu, on behalf of the Vanuatu Ministry of Health and UNICEF Pacific. The study assessed the efficiency and effectiveness of spending in the health sector, with a focus on reproductive health and immunization services and involved both:
• an eight-week qualitative study in four communities across the country, which used international and local researchers to explore beliefs and perceptions of health practices, health-seeking behaviour in communities and experiences and expectations of individuals in accessing healthcare services
• a modified Public Expenditure Tracking Survey (PETS), examining how financial and in-kind resources flow from national to sub-national (provincial) level and on to service delivery points (healthcare facilities).PCL supported both qualitative and quantitative aspects of the assessment, including recruiting an in-country research team, facilitating research ethics approval through the Vanuatu Kaljoral Senta (VKS), arranging all logistics for research teams, arranging translations and audience testing of materials, coordinating key informant interviews, collecting primary financial data and conducting financial analysis.
