    Developed the country’s ‘National Designated Authority (NDA) Project Development Handbook’ to guide the national government and other key stakeholders in climate finance proposal development. Led a series of climate finance capacity building workshops for key stakeholders across national government, including the Ministry of Climate Change, Ministry of Finance, and Prime Minister’s Office. Provided inputs and review on all technical reports and assessment provided by project experts and specialists on varying aspects of the government’s effort towards accreditation to the Green Climate Fund.

    Supported the design and development of a central system/database for national vulnerability assessments, including field survey training and implementation with subnational stakeholders. Guided the review of existing data collection systems and approaches currently used by stakeholders to assess climate vulnerability, including operational recommendations for ongoing development, drafting MOUs for data sharing across government departments, and scoping of key database requirements. Facilitated inter-sectoral working groups meetings, inception and validation workshops, and meetings with key stakeholders across the region and within government.

    Provided support to the Office of the Attorney General (OAG) in evidence collection related to Vanuatu’s National Submission to the International Court of Justice. Led the mapping of key evidence stakeholders and identification of authoritative sources of information with a specific focus on climate change impacts in Vanuatu and the Melanesian region. Developed detailed gap analysis report and accompanying database for the AOG outlining the availability of local evidence related to climate change impacts across key thematic areas, sectors, and sub-sectors.

    Led the review and update of the national public policy framework focused on short to medium-term strategic climate finance objectives spearheaded by the Ministry of Climate Change. Undertook a desktop review and situational analysis of the outdated roadmap, including relevant international and national public policy documents (e.g., NSDP, CCDRR Policy, GCF Country Program, LT-LEDS, UNFCCC COP position papers, MSG Climate Finance Strategy). Facilitated an inception workshop with key stakeholders from government, civil society, and private sector organisations to introduce initial activities, followed by a validation workshop to validate final findings. Successfully updated the policy framework’s overall objectives, targets, indicators, activities, timeline, identified partners, and drafted new narrative section to accompany updated roadmap.

    Led the review and update of a policy paper providing recommendations to Vanuatu’s National Advisory Board on Climate Change and Disaster Risk Reduction on engaging the local private sector in climate finance investments and climate action. Led the review and update of the medium-term strategic plans of both the Vanuatu Chamber of Commerce and Industry and Vanuatu Business Resilience Council’s (VBRC) to support mainstreaming of climate change and resilience in national private sector policies and plans. Drafted a strategic partnership framework to support and promote the VBRC’s engagement both nationally and regionally with other private sector focused organisations. Drafted a policy paper focused on the local private sector exploring and identifying financing options for local private sector organisations based on the analysis of the gaps, barriers, and opportunities identified in previous assessments on climate and disaster finance in the region.

    Developed and facilitated, as part of a panel, a presentation on the state of environmental well-being while adhering to the event's format (e.g., the positive, the issue, the possible solution - legislative and/or cultural). Provided briefings to VCCI and other partners on the proposed presentation topic in both English and Bislama. Presented on the topic of adaptation finance and business resileince to an in-person audience from the general public as well as those viewing via the online live stream and radio broadcast.

    Lead for energy and transport sectors of LT-LEDS, including analysis of sector emissions, development of supporting technical annexes, and communication of strategic actions. Assisted with coordination of government reviews and approvals prior to publication, including through review and validation exercises with key stakeholders. Engaged government, industry, and non-governmental stakeholders to contribute to LEDS analysis.

    Designed and led capacity building activities to strengthen climate finance project management and coordination at the Prime Minister’s Office, including the Department of Strategic Planning, Policy and Aid Coordination (DSPPAC) and other agencies. Developed policy papers for endorsement by the Council of Ministers regarding the coordination of external development and climate finance, advocating for strengthening internal mechanisms to increase aid effectiveness, transparency and accountability.     Led part of design of an eight-year Green Climate Fund proposal valued at USD 30 million, aimed at supporting community-based adaptation interventions nationally across Vanuatu. Developed the GCF Concept Note and was part of the Funding Proposal design team, facilitating its approval through the government of Vanuatu and submission to the GCF. Designed and implemented the project’s development plan in line with government, GCF, and Save The Children’s expectations and funding conditionality, including managing an underlying feasibility study, supporting data collection and facilitating stakeholder consultations with key partners.     Designed and led capacity building activities to strengthen climate finance project management at the Ministry of Climate Change, including the National Advisory Board on Climate Change and Disaster Risk Reduction (NAB). Supported the identification, assessment and subsequent recommendations on whole-of-government processes and coordinating mechanisms for approving project proposals seeking external development and climate financing. Served as the focal point for all GCF Readiness DAE activities at the Ministry and NAB, supporting the development of operational guidelines for accreditation in collaboration with MFEM and PMO.

    Led an impact evaluation of an international partnership program to determine its value, threats, strengths, weaknesses and opportunities for future initiatives. Developed an analytical framework and methodology for gathering and analysing primary data as a means of providing evidence-based recommendations. Facilitated stakeholder consultations with key informants and program staff to ensure validation of evaluation findings and recommendations.

    Developed a three-year Strategic Plan, including a Results Framework, for the Vanuatu Business Resilience Council (VBRC) under the Vanuatu Chamber of Commerce and Industry (VCCI). Undertook situational analysis of operations, including review of institutional capacity, financial and administrative systems, and organisational management of the VBRC. Facilitated key informant interviews and stakeholder consultations with organisational staff, donor and development institutions, and strategic partners in civil society, private sector and government.

    Led the development and writing of a national feasibility study to assess the accessibility, appropriateness, acceptance and market capacity of cash and voucher assistance (CVA) as a component of humanitarian assistance in the Solomon Islands. Analysed and collated the findings and recommendations of partner-led field-assessments, including primary data from households, communities and small vendors throughout the country. Facilitated stakeholder consultations with key government, civil society and private sector partners to help ensure political and social buy-in for future CVA programming.

    Designed and operationalized a private-sector focused climate change Project Preparation Unit (PPU) within the Vanuatu Chamber of Commerce and Industry (VCCI). Developed Operational Guidelines, Standard Operating Procedures and an overall framework for engagement between the PPU, local businesses and the Government of Vanuatu for provision of technical assistance for climate finance initiatives. Led extensive stakeholder consultation process to ensure inclusive, sustainable project concept and full proposal templates and toolkits were prepared for use by the PPU and their clients.

    Designed, developed and implemented local case study focused on the region’s only certified course on climate change and disaster risk reduction at the Vanuatu Institute of Technology as part of the APCP regional study. Supported the Climate Partnership Skills Audit lead researcher through strategic planning, on-the-ground logistical assistance, workshop facilitation and stakeholder engagement. Spearheaded local research and primary data collection through collaboration with government, civil society, development organizations, and private sector partners, including analysis and report writing.

    Designed and facilitated a mixed-methods approach to rigorously evaluate the social and economic impact of commercial banking activities in rural communities throughout the country. Developed an analytical framework for monitoring and evaluation tailored to the rural banking sector, taking into account limited quantitative data and the inclusion of community perceptions. Led a team of researchers and enumerators to undertake community-level data collection on the accessibility, affordability and utilization of financial services in the rural economy.

    Developed a preliminary GEF Concept Note on behalf of Ocean Logistics for the community of Sunae on Moso Island focused on community-based adaptation and resilience building to reduce climate vulnerability.. The Sunae Communtiy Resilience Project woudl have aimed to identify yet-to-be determiend communit-based interventiosn to assist Sunae to adapt sustainably to the current and future impacts of climate chagne, as well as to discourage future advser anthropegenci actions. While ultimatley not implemented, the UNDP administered GEF Small Grants Programme would have allowed / triggered financial and technical support by USAID (who require co-financing).

    Provided in-depth research on public and private financing available to the private agriculture sector, with a focus on the coconut oil manufacturing industry. Recommendations provided a roadmap with detailed steps for pursuing relevant funding sources, including under the European Development Fund (EDF) 11. Ensured development of funding proposals align with and support relevant national policy and regional strategies, including examples of past financing examples for the coconut manufacturing sector in the region.

    Developed a preliminary GCF Concept Note focused on Public-Private Partnerships within the waste management and pollution control sector. Ensured alignment with GCF and national climate finance priorities, including support of government policies, regulations and legislation.     Prepared a GCF Readiness and Preparatory Support proposal focused on mobilization of the local private-sector, providing targeted support to institutional capacity building, climate finance concept development and private sector business resilience trainings.     Provided support towards ensuring all solar home lighting system products offered under project attained VREP certification by Government of Vanuatu. Assisted VIA with revenue collection and final invoicing as part of necessary documentation for VREP participation. Prepared and lodged documentation for VREP subsidies, based on photographic evidence of end customer household signatures and household collection tracking data collected by VIA-managed third parties. Assisted VIA in due diligence discussion with public and/or private investors during capital raising activities.     Developed marketing plan and promotional materials to support operationalisation of Vanuatu's National Green Energy Fund (NGEF) and future project pipeline development activities.     The objective of this assignment was to carry out a pre-implementation survey on thirteen (13) identified selected off-grid bungalows to collect baseline information on their business statuses for monitoring and evaluation purposes and to prepare an agreement for signature between the bungalows and the Government of Vanuatu. Designed a survey instrument for collection of pre-implementation baseline data, including preparation of a 2-year monitoring and evaluation framework and contractual agreements between the Government of Vanuatu and project participants. Facilitated data collection and feasibility assessments of 10 project sites across 5 islands. Identified options and recommendations for financial subsidy models to ensure project sustainability regarding long-term operation and management.

    Supported the DFAT / GIZ Climate Change Finance Readiness for the Pacific Program by strengthening engagement between the private sector and the Government of Vanuatu, including creation of new private-sector body aimed at collaboration with government on resilience building and climate finance initiatives. Established database of local private sector involvement in climate change and disaster risk reduction activities, including identification of private sector climate financing needs.
