  • Locale: Port Vila, Vanuatu

    PCL produced forecasts for the number of air arrivals for 2023-2026 on behalf of the Vanuatu Tourism Office. This involved looking at Vanuatu's historical tourism performance, including since borders reopened, before examining the key internal and external factors which may impact tourism. These ranged from connectivity to global tourism trends to the quality of the business environment. Finally three different scenarios were presented, noting the broad uncertainty involved with this work.

    PCL provided expert support to the 2022 ADB Country Performance Assessment. PCL took the lead in developing the chapters on Trade, Financial Stability, the Business Regulatory Environment, Property Rights and Rule-based governance, the quality of budgetary and financial managment, efficiency of revenue mobilisation, quality of public administration, and transparency within the public sector.

    The CPA is an important piece of internal work for ADB which is used to help determine how much funding each country receives.

    PCL produced a report split into two parts.

    The first part was an examination of the economics of kava across the region, including health impacts and country profiles.

    The second half of the report looked at the feasibility of digitising the kava value chain across the region, including looking at key barriers and existing case studies, before providing specific recommendations at the regional and country level for how to develop the industry.

    PCL undertook a detailed research study looking at the impact of COVID-19 on education in Vanuatu. This used a mixed methodology consisting of a literature review, statistical analysis, a phone survey of headteachers, and a detailed regression using disaggregated results from the VANSTA.

    Of course, while it is very difficult t separate out the impact of the pandemic, the findings did raise urgent questions about the suitability of the education system for Vanuatu’s future development needs, particularly in light of the poor and declining literacy results.

    In 2021, Vanuatu Chamber of Commerce and Industry engaged PCL to produce a Private Sector Economic Update report, providing an ‘one year on’ update to the September 2020 Vanuatu Economic Outlook Report (also produced by Peter Judge before he jo)ned PCL).

    This report aimid tonvestigate the underlying economic mechanisms were impacting on the private sector during the economic fallout caused by the COVID-19 pandemic. Due to the lack of timely quantitative data available, the research drew mainly on qualitative data gathered through interviews of more than 100 businesses across the country.

    The resulting report providing unique insights into how businesses across a range of sectors were faring in light of the global pandemic, border closures in Vanuatu and the landfall of Tropical Cyclone Harold.
